New Plan Suggested for Fallston Apartment Development to Become Transitional Housing

Fallston residents in Maryland have been opposing a proposed apartment development on Mountain Road, citing concerns over increased traffic and overcrowded schools.

In response, property developer Mike Euler is considering a new plan for the project to become a transitional housing complex. This type of housing provides temporary accommodation and supportive services to individuals, with the aim of helping them eventually secure permanent housing. The proposed complex would have 238 beds and serve as housing for individuals in substance use recovery after leaving a crisis center.

Euler has been in talks with two regional groups interested in establishing more transitional housing. Although Euler and his partner would prefer to proceed with a 48-unit senior housing project, they view the transitional housing plan as the path of least resistance. Euler believes the new proposal would generate less traffic and school crowding compared to the original plan and would also bring more residents to the area, benefiting local businesses.

While County Council member Aaron Penman sees the 48-unit senior housing complex as an ideal solution, he accepts all three proposals (100-apartment, 48-unit senior housing, and transitional housing) as permitted uses under the law.

The Fallston Village Center, which includes the Mountain Road property, was first purchased by Euler in 2013. The transitional housing proposal has not yet been submitted to the county, and a community interest meeting is still to be held.

The Harford County Development Advisory Committee will schedule a meeting for the transitional housing proposal once Euler finalizes and submits the new plan.
