Independent Auditors Recognize Harford County's Commitment to Accuracy and Transparency in Financial Reporting

Harford County's annual comprehensive financial report (ACFR) for the fiscal year ending June 30, 2023, received a clean audit opinion from independent auditors CliftonLarsonAllen LLP.

The opinion confirms that the financial statements are accurate and contain no material misstatements. The ACFR was presented in accordance with generally accepted accounting principles and the requirements of the Government Standards Accounting Board. Harford County closed the fiscal year with a $6.6 million available fund balance on a $760 million operating budget, which is in line with official estimates.

The audited fund balance was very close to the forecast made by County officials and the Spending Affordability Committee, with a difference of less than 0.3% of the budget. The total general fund balance for fiscal 2023 was $174.9 million, with an available balance of $6.6 million.

This is a significant decrease compared to the previous year. Harford County's cautious and conservative approach to budgeting was commended, given the uncertainty and economic unpredictability. The audited financial report is available on the Harford County website.
