National Test of Alert and Warning Systems Scheduled for October 4

FEMA and the FCC will conduct a national test of the Integrated Public Alert and Warning System (IPAWS) on October 4, 2023. The test will consist of two parts, testing both WEA and EAS capabilities. The WEA portion will be sent to all consumer cell phones, while the EAS portion will be sent to radios and televisions.
The purpose of the test is to ensure the effectiveness of the systems in warning the public about emergencies. The backup testing date is set for October 11 in case of severe weather or other significant events.
The only way to ensure you are not disturbed by the test alert is to turn your phone off between 2:20pm - 2:50pm edt.
Harford County Executive asks for county council member's removal

Harford County Executive Robert Cassilly has requested $15,000 in county funding to pay for legal representation for three senior county employees, whose names have not been released.
The request was made at the same time as Cassilly sought the removal of Harford County Council member Aaron Penman, citing a violation of the county charter due to Penman's dual employment as a council member and deputy sheriff.
The county's Department of Law will not provide the representation, but Cassilly argues that the county charter allows for the hiring of external attorneys in certain circumstances.
Aberdeen Proving Ground Firing Operations this Week

Aberdeen Proving Ground (APG) in Maryland will be conducting firing operations this week from October 2, 2023. The operations are scheduled to take place between 8:30 a.m. and 7:30 p.m. and the noise may be audible in some areas outside the base. During the training, military weapons, watercraft, and aircraft will be visible both in the daytime and at night. There may also be flashes of light from illumination devices. However, APG officials assure that these activities are not hazardous to residents in the surrounding communities and are crucial for maintaining the readiness of service members.
APG makes continuous efforts to minimize any disruption caused to neighboring communities during training and testing. The installation closely monitors weather conditions and noise levels throughout the day. Residents who have concerns or questions about the testing at APG are encouraged to contact the installation at 410-278-4091.

Four Indicted in Maryland Drug-Trafficking Enterprise – Manhunt Underway for Two Suspects

Maryland Attorney General, Anthony Brown, announced the dismantling of a drug-trafficking enterprise that distributed significant amounts of fentanyl and cocaine across various communities in the state. Four individuals have been indicted in connection with the operation, namely Ronald Rawles, Corey Frazier, Jordan Bailey, and Terence Richburg. Rawles and Frazier are believed to have acted as large-scale distributors, while Bailey and Richburg were responsible for repackaging the drugs for street-level distribution. Despite the indictments, Bailey and Richburg are still at large.
The investigation revealed that Rawles and Frazier utilized multiple stash houses, including luxury apartments in Baltimore City and Howard County, to carry out their operations for approximately a year starting in August 2022. Search warrants were executed in Baltimore City, Baltimore County, and Howard County, leading to the discovery of various locations where drugs were stored, street-level shops, and the residences of the suspects. During the execution of these warrants, authorities seized an array of firearms, including assault weapons and handguns equipped with Glock switch attachments, as well as over 1,000 rounds of ammunition and body armor. Additionally, the detectives uncovered 8.5 kilograms of fentanyl, 3 kilograms of cocaine, kilogram presses, drug ledgers, and over $308,000 in narcotic proceeds.
David Linthicum's Trial Date Rescheduled for May 2024

The trial of David Linthicum, a Cockeysville man charged with shooting two Baltimore County law enforcement officers during a manhunt in February, has been postponed.
Linthicum is facing five counts of attempted first-degree murder and other charges, with the trial originally scheduled for November 2. However, defense attorneys requested more time to gather evidence, leading Circuit Judge Dennis Robinson to reschedule the trial for May 20, 2024. The trial is expected to run until June 4, according to reports.

Orioles' Félix Bautista to Undergo Tommy John Surgery, Out for Playoffs

Baltimore Orioles pitcher Félix Bautista will undergo Tommy John surgery next month, ruling him out for the playoffs and most likely the entire 2024 season. Bautista, a 28-year-old right-hander, suffered the injury during a game against the Colorado Rockies and was subsequently placed on the 15-day injured list on August 26.
General manager Mike Elias confirmed that surgery was the long-term solution for the injury. Bautista had originally hoped to return for the postseason, but it was ultimately decided that surgery was the best option. The Orioles are set to begin their Division Series on October 7.
